Benefits facts should carry their proof.

BenefitEvidence is a draft open profile for publishing source-backed public benefit facts: what a program offers, who it may help, how to reach it, and how current the source is.

4public claim fields

The four fields

A publisher can state a fact clearly while showing the source, review horizon, and uncertainty behind it.

One profile, three layers

Program directories, service directories, and rule engines solve different problems. BenefitEvidence carries the proof for the public claim between them.

  • Program

The stable public-benefit subject: its identity, administrator, and jurisdiction. CommonBenefits is one useful directory model.
    IDENTITY
  • Rule

Optional executable eligibility logic, with versions and citations. RuleSpec is one useful rule artifact.
    LOGIC
  • Evidence

The public claim, source reference, date checked, review horizon, and an explicit confidence state.
    PROOF

Uncertainty is a valid output

A source-backed system should not turn missing, disputed, or stale information into a confident answer.

  • Supported

A source supports the published value.
  • Unknown

The publisher cannot yet support a value.
  • Conflicting

Sources materially disagree, so the disagreement remains visible.
  • Expired

The source is no longer current enough to serve the claim.

BenefitEvidence publishes claims, not decisions. Official programs still decide eligibility, verification, and enrollment.
